What does PMA Has to Say on Philhealth Premium Increase?

Last December 9, 2019, Philippine Medical Association (PMA) raised their concerns regarding the recent PhilHealth Circular No. 2019-0009 which was the increase in the PhilHealth contribution premium which took effect last December 7, 2019. 

Which is as follows:

 

The PMA raised their concern to PhilHealth that this is too much burden on the majority of our doctors who are living only on average income, especially those practicing in the rural areas.

Because of this, there was a meeting done between the PMA President Dr. Jose P. Santiago Jr. and PHIC President BGen Ricardo C. Morales, VP for Corporate Affairs Dr. Shirley B. Domingo and EVP for Administration Mr. Arnel de F. Jesus together with the PMA Governors, specialty divisions and subspecialty societies held last December 18, 2019 at PMA Auditorium.

 

They came up with the following agreements which are included in the  Memorandum Circular No: 2019-12-19-043 of PMA.  Summarized agreements are as follows:

  1. The accreditation will be separated from payment of premiums. PhilHealth cannot change the rates, but they allowed the doctors to pay either quarterly or annual payments.

For those who are already paid for multi years, no additional payments will be charged for the rest of the renewed accredited period.

  1. Direct contributors will have added benefits as mandated under UHC law.

  1. The CF4 will be reviewed and possibly shortened for ease of accomplishment.

  1. For Radiologist the Hospitals should appropriated corresponding amount from the Doctor’s Professional fee.

  1. For APEX hospitals PhilHealth will contract directly with them and thus budget will not pass thru LGU under the UHC IRR.

  1. The surgeons requested that RUV’s be endorsed by PHIC as a basis for HMO payments.

  1. Senior citizens who are still working/earning needs to also pay the premiums.

  1. PHIC also requested that hospitals talk directly to PRO of their regions to reconcile their receivables and unpaid claims, if no actions have been taken after reconciliation, hospitals are advised to report this to the PhilHealth Central office.
